Wind, Water and Energy Conservation is an all inclusive Energy Savings Company. We oversee every aspect of an energy conservation project, from the Investment Grade Energy Audit (IGEA) to the Measurement and Verification (M&V) phase. Our approach towards implementing an EPC or EEP successfully includes the thorough implementation of the following seven steps:
Investment Grade Energy Audit (IGEA)
The IGEA is the foundation for a successful energy efficiency program. Our audits are compliant with the standards set by the American Society of Heating Refrigeration and Air-Conditioning Engineers (ASHRAE). They include comprehensive testing and measurement of your existing major water and energy consuming systems. Our IGEA’s also include in-depth explanation of simple payback, internal rate of return, cash flow and life-cycle cost analyses. In addition to all of this, they provide simulations of the operation of current equipment to develop an accurate analysis of the load use and to identify specific areas of need.
Supplemental Project Research
We aim to minimize the amount of financing required to implement the recommended Energy Conservation Measures (ECMs). Trained specialists on our staff have been tasked with finding all available rebates, incentives and grants which may be acquired to supplement project financing.
Baseline and Post-Project Consumption Evaluation
The development of accurate water and energy consumption baselines are crucial in determining if a project is performing at or above estimated savings levels. Baseline experts at WWEC determine comprehensive, reliable and accurate baseline consumption levels using data from actual utility bills specific to each project. Our experienced staff members use the guidelines set forth by the International Performance Measurement and Verification Protocol (IPMVP) and HUD requirements (as applicable) to calculate savings.
Financial Analysis, Savings Guarantee, Finance and Budget Support
In order to obtain favorable financing and ensure that your staff understands the financial mechanics of the projects, WWEC provides meticulous financial analyses. We work with you and your team to ensure that our financial forecasting is understood and meets your requirements.
We provide a 100% guarantee of our estimated cost savings. We also purchase savings guarantee insurance for 90% of the guaranteed savings amount with 10% self-insurance, in order to provide even greater assurance to banks. Either your project will deliver, or we will.
Construction and Implementation
Construction begins as soon as the ECMs to be implemented have been identified. This occurs close to the beginning of the process. To ensure a seamless transition, our construction team oversees the audit. During construction, we conduct regular progress meetings to ensure effective communication between stakeholders.
We understand the importance of engaging local firms and promoting diversity and equality, which is why we make every effort to hire local Minority, Women, and/or Disadvantaged owned firms for the ECM installation phase.
To ensure the proper functioning of equipment, fulfill LEED certification requirements and to make sure that ECMs will provide guaranteed savings, it is crucial to have all major systems properly commissioned. For lower dollar equipment, to save our clients money we recommend inspection and verification of quality installation by your staff and our Project Management Team.
Proper training of your staff is another critical component which helps to ensure that the savings will persist for the duration of the contract term and beyond. The Project Management Team here at WWEC will train your maintenance staff on all installed ECMs. We have a PHA EPC specialist who will train your residents on the updates to their facilities. Clients are able to purchase annual training updates as desired.
Measurement and Verification
M&V is the solution to monitoring the success of each and every project. Our expert staff uses their IPMVP knowledge and training to report annually on savings measurement protocols agreed upon in the contact’s M&V plan. At this phase of the project your utility cost and consumption numbers will be analyzed carefully each quarter to ensure that surprises, such as undetected water leaks, are promptly addressed. Our M&V experts will work closely with you and your staff over the course of the repayment term.
The diligence of WWEC’s M&V reporting allows our valued clients to achieve optimal results from the performance of their EPC or EEP. The methods employed by our skilled M&V professionals go beyond simple compliance with standards, regulations and protocol. Our team’s thorough approach, intensive analysis and accurate savings measurements remain our top priority.
